Change Management Software?

Not sure if this is the right place, but does anyone here use any sort of Change Management software?

And by that I mean:

Some sort of web interface with approve/deny check boxes so end-users and management can just go in and approve some request.

Lets say Bob wants local admin access of his machine. He logs a ticket and it automatically goes to his supervisor, supervisor goes to webpage, clicks approve, and it moves on to the next approver according to workflow.

This way everything is tracked. Could use it for anything, dev to qa changes, network changes, servers, etc.

Any suggestions?
 
Depends on the amount of control you want. If you just want an e-paper trail, then something as simple as a bug ticketing application (e.g. Bugzilla) could work.

If you want the changes to propagate into actually doing work, such as pushing files around, then you'll need something bigger -- and you'll want to make sure that how the product does its work can operate with your in-house custom apps. I know that HP's and IBM's business units have some interesting product offerings, so contacting a sales person from those companies is the first step. Also keep in mind that the bigger source control packages (and some addons, such as Team City) have some of the features that you describe.

Hopefully this gives you enough to start researching and deciding which candidates to evaluate.
 
We just want a paper trail. The software doesn't need to actually implement or make changes in our systems.
