If both are pretty much the same price (+/- $5) which would be the better option?

Edit: Googling got my answer they are pretty much the same real world speed.

3200 will have a little more bandwidth and the same final latency.
On AMD the higher RAM speed will also increase the fabric performance a little.
Both will likely use the same chips and could each be overclocked to run the same speed as each other but not much further as they are near the limits for the cheap chips they use.
So 3200c16 is better but only by a very small amount.

The truth is, RAM speeds that close won't really matter. For what it's worth, my Threadripper system benchmarked better at DDR4 3000 CL15 than it does at DDR4 3400MHz CL18. AMD systems are a bit more sensitive to memory speeds and latencies, but only to a point. Past DDR4 3200MHz, I haven't seen that much benefit to higher RAM clocks. The Core i9 9900K performed the same in most tests at DDR4 3200MHz speeds as it did at 4000MHz.

I doubt you would be able to tell the difference between the two. Maybe compatibility issues on older Ryzen setups with the odd numbered Cas latencies?

I ended up going with the CL16 3200Mhz. Just thinking about it I paid $200 for my 16GB of DDR4 3000Mhz 3 years ago. I just replace it with 32GB DDR4 3200Mhz for $155, then sold the 16GB set for $60...
