Can't find Active Directory setting for switch in IE7...help?

Need to turn on the "Allow active content to run in files on My Computer" switch in IE, but our Win2000 server does not have this in it? Is there a way to update this, or add it so I can have it on at all times for everyone on the domain? Thanks all.
