Can't Break 218FSB on Abit NF7-S Rev2

Just bought 1gig kingston hyperx pc3200 w/ TCCD chips thought I could increase my FSB speed over my OCZ ram, but no success. Won't budge over 218 no matter what the timings or the voltage. I even experimented with increasing the voltage on my motherboard from 1.6 to 1.7 and no dice. Do you think I was just unlucky and got a bad board? Is it possible to RMA it? What should I expect to achieve from this mobo, what are your results?

AMD Athlon XP-Mobile 2500 @ 2.54ghz 1.8v - Thermaltake Volcano 12 - ABIT NF7-S v2 - 1 Gig Kingston HyperX TCCD - XFX Geforce 6600GT - Antec 480 TruePower PSU
 
you need to get a modded bio's a tictac bios with cpc off this should help you
