Can't access hotmail or outlook

Which browser?

PC, laptop, or mobile?

On a VPN, mobile data, home network, work network?
 
everything up-to-date on your machine? any issues with other sites? and have you tried running a ping / traceroute?
 
Actually, I just read I might just have to reboot...
EDIT: OK, I updated Win8 and rebooted. Now I can access hotmail.

Win8? - I'd advise you to upgrade to Win10 as soon as you can. Loads of Apps aren't going to work on Win8 going forward
 
Win8? Geeze old enough to not even be on the radar of initial tech support questions.
