Can we expect better 24" monitor tech in 2014 or buy now?

Hi,
I'm considering whether it's already a good time to purchase a better monitor than my current Eizo EV2436 ...
Requirements:
-No PWM al all
-No noticeable grainy coating at all ;)
-Budget up to €400

BTW: What is cross-hatching? is this what I notice on the Eizo monitor?

I also find keeping the brightness above 18% is a little too bright for my eyes, it would be good to find a monitor that can go a bit darker than this Eizo without PWM kicking in.

Do you think we're going to see even better IPS or VA technology in 2014 and what does IPS v2 mean and is this any different or the same as PLS?

There will be some newer tech next year, pretty much guaranteed. Doesn't mean you shouldn't buy a monitor, it's up to you.
Regarding PWM, I think you should adjust your criteria to no noticeable issues with PWM. When done at a fast enough rate, you can't see it. Bad PWM is very noticeable (IMHO). I think CCFL (non PWM) is close to dead on new tech, but I could be wrong.

New tech could include:
- 4K monitors with 60hz under $1000
- GSync monitors (TN) with zero stutter / blur
- More 120hz 27" 2560x1440 IPS/VA monitors from reputable brands
- More monitors in the vein of EIZO's VA based 120hz FG2421
- No hint of it yet, but I hope someone releases an IPS or VA based GSync monitor (doubtful in the short term)
- Other stuff we don't know about yet :)
