Can regular video cards receive video?

Strange question and I think I know the answer, however. I have a Radeon 4870 GPU and I have a Canon HF20 Camcorder that has HDMI Out. I want to send the video that I am currently viewing through the viewfinder out to the computer so that I may record it. This can be done on a TV but I do not have a DVR so I am using a PC. I am aware there is a product called a Capture card, however they are 80 bucks for HDMI capture and wanted to check here first to see if its possible to do what I want without buying a capture card.

Essientally I am trying to set up a home security camera pointed out my window because the camera I bought only does 640X480 which you cant see shit on, so I'm using my HD camera.

Most videocards do not have video-in let alone HDMI-in, you will need a capture card of some sort or buy a HD USB camera.
