Can I use a gen 3 m.2 in a gen 2 slot?

I recently purchased an Intel 660p 1TB drive, pci-e 3.0 x4
And have installed it in my ASRock Taichi x470's secondary m.2 slot, which is:
1 x M.2 Socket (M2_2), supports M Key type 2230/2242/2260/2280 M.2 PCI Express module up to Gen2 x4 (20 Gb/s)

In device manager I see the hardware, but it is not being detected as a drive in BIOS or in Explorer.

Is there anything I can do?
 
is pcie_5 occupied?

the third pci-e 16x slot?
No, I am only using the primary m.2 and primary pcie slot for my discrete graphics

I'm concerned the 660p cannot run in pcie 2.0, and is incompatible, a consideration I hadn't made when purchasing, I am hoping I am wrong.
 
I did not initialize/setup the disk (I assumed this would occur automatically).
Disk management allowed me to do this, and then setting up a simple volume on the now unallocated drive option is what I needed to do.
