Can I make a external HDD a NAS drive through XP settings?

Share the drive or folders on the drive.
Right click the drive/folder->Properties->Sharing tab. Since its XP I don't think you have to set up permissions (at least when sharing folders), just enable file sharing and create share name(s) and the shared drive/folders will show up on the network.
