Can I go from Win7 32 to Win10 64?

or is the current win7 key slipped into the windows 10 install?

or, what if i start from scratch on a new hd? i assume i'll need a windows 7 64 key?
 
You'd have to do a clean install using your Windows 7 key. I don't think it's tied to architecture, as long as it's an equivalent version, Windows 7 Home to Windows 10 Core, Windows 7 Pro to Windows 10 Pro, you should be ok.

NO, One can't perform in place upgrade from 32-bit Windows 7 or Windows 8.1 to 64-bit Windows 10. However, if you don't mind performing a clean install of Windows 10 after completing the upgrade, you could upgrade to Windows 10 64-bit.

If you do a clean install with the media creation tool, install the 64 bit version, you should be good. You can't do upgrades from 32 to 64 bit, even with the same version of the OS, Windows has never supported that.

So just a clean install of the 64 bit version using the media creation tool and you should be able to activate it with your Windows 7 key.
