CALCULATE the DDR4 "MHZ" speed of new RAM/Memory?

There used to be a FORMULA where you could calculate the 'needed' or 'optimal' memory speed in MHz and it was based on the Motherboard or CPU or it was BOTH?

Does anyone know what I am talking about here?

No calculations needed, look for something like DDR4 3600 or so. That seems to be a good value right now.

For now I know it would be a RYZEN 7 2700 based system, a 450 chipset MOBO..... trying to go cheap but not 'want to jump off building' regretful cheap.
