You're talking a less than 5% difference between CL15 2666 and CL16 2400 in raw benches. Even less for real-world application.

A bigger difference would come in if you planned to overclock, and for that I recommend looking for kits with Hynix chips.
You can get 3000mhz @ CL13 on many of these at a reasonable daily voltage, and on some Micron-based sticks.
 
With most brands it's a toss-up, and you'll have to bin them based on the serial number. G-skill serials have 3400 for Hynix, 3500 for Samsung and 3300 for Micron IIRC.

To guarantee Hynix you'd have to get something like the Corsair Dominator Platinum, though I have these sticks and they do contain Hynix chips.
