What version Boinc are you using? (latest recommended version is 6.6.36) http://boinc.berkeley.edu/dl/?C=M;O=D
Be sure that under the Advanced/Preferences/process usage tab that process usage is set to 100%
Uninstall and reinstall Boinc, (don't install over the top) you will not loose your projects or work - this will let Boinc re-detect your hardware.
Do you have a quad core or an AMD x3?
Check your C:\ProgramData\BOINC\client_state.xml and C:\ProgramData\BOINC\client_state_prev.xml files and look for <p_ncpus>4</p_ncpus> about 10 lines down - be sure this is set to how many cores you have.
Is there a cc_config.xml file with a cpu limit line in your C:\ProgramData\BOINC\projects\setiathome.berkeley.edu directory? (Vista location - XP is elsewhere)

Its a Q6600, and everything else you said checks out. Guess I'll re-install. O well.
Maybe its got something to do with it also using CUDA at the same time? I don't know. My 8800GT's temps increase 15 degrees when its running so I know CUDA is working. It also starts a process called "setiathome_6.08_windows_intelx86_cuda.exe" but that only uses about 5 or 6% of the CPU according to the Task Manager.
And yes, I'm running 6.6.36.

Running a Cuda unit won't prevent you from crunching 4 cpu units on 4 cores.
You can run 4cpu+1cuda (with one video card) or 4cpu + how ever many video cards you have.
Re-installing sounds like is going to be your next best option. (be sure to do a un-install - re-install)

Before I got into this summer time temperature situation I had two dedicated Q6600 G0's with low TDP GPU's crunching 24/7 (a 8800GS + a 9600GSO) On the boxen I shut down I was running GPU2 on a eVGA 9600GSO and the WCG clients at the same time, no problemos. On my remaining 24/7 DCer I run the GPU2 client (8800GS) and the F@H SMP clients (Q6600 G0) concurently.

Well I installed last night and that didn't cure anything. Still only 3 CPU processes started up leaving my CPU chugging along at 75% usage. I just let it go overnight...
Woke up this morning and there is NO CPU processes going, only CUDA! What is going on?

Well going by that screenshot, you don't have any CPU work to crunch. Make sure your preferences are set right at the SETI@Home website. And make sure that BOINC Manager is set to get more then the default .25 days worth of work.
I know, but why? At least 3 CPU processes where running last night, but none this morning.

You haven't downloaded any for some reason. Make sure you have the BOINC manager set to hold like 3 days of work and make sure you have your SETI preference set to crunch both CPU and GPU. I would also look into running the optimized apps.
I have seen these optimized clients mentioned, but there seems to be a few, with no clear place for me to find out which one to run. Will any of them allow me to use the CPU and GPU at the same time? Are any of them as easy to use as the official?

Did you check your SETI@Home preferences? If so how are they set?

I went through every setting again and again and it all looks to be correct. At this point I'm just going to let it be for a few days and see what happens.

I had that same problem and just gave up trying to get all 4 cores and Cuda running at all times. Sometimes it would work but most of the time it acted like no work available. As soon as I changed my settings to not use Cuda, I got CPU work with no probs. Then, I activated Cuda again. Sometimes it would give me Cuda work again and sometimes it stuck to just CPU work. I think their system is just buggy. Choosing Einstein was a good idea. I have less problems running Cuda and 4 cores when I have other projects to support. Einstein is also working on a Cuda app, so later you can use it there too.
