Block outgoing traffic

I have a bandwidth contstraint of 10 gigs a month. I know this is unethnical but I was wondering if there was a program where I could block outgoing traffic on bit-torrent. Thanks.

Hence why I added the unethnical part. If no one has any suggestions for that reason, fine. Bandwidth is just killing my paychecks :(
 
Why don't you just go into your BitTorrent program and limit the outgoing traffic to .01k/sec? 0k/sec usually means unlimited in those programs...

I live in the middleof no where Canada. No viable ISPs

All programs either make a min of 1 or if its under 5 will throttle speeds.

It limits it to 1 kbps max with older versions (that are incompatible with some trackers and buggy) and the new one throttles traffic below 5 kbps.
