BIOS not detecting IDE drives

I have recently bought a new mobo for my computer, nothing special but better than stock. It is an Elitegroup mobo with a p4 cpu. when i start up the computer it has the common memory check, then searches for the IDE drives. For both primary and secondary, all four say none (Primary Slave: None, etc.). I moved the jumper around on my hard drive and none of the ways makes a difference of it being detected(dvd drive isnt detected either). I tried putting the os cd in and the computer doesnt boot off of it, pc starts up like its not even in. An error message also comes up every time i let it boot, "DISK BOOT FAILURE, INSERT SYSTEM DISK AND PRESS ENTER". I reset CMOS too but it didnt make too much of a difference, just set everything back to default. Here are some pics i took of the boot up process.
