Bios and cpuz disagreeing on cpu multiplier?

Just put together a new build, 4790k + asrock z97 extreme4, and having some trouble overclocking.

Went into the bios, set vcore, vcache, vin to manual, as well as core multiplier to 45, cache ratio to 40, and left bclk at 100. the bios says the processor is at 4500, but when I boot into windows 8.1, cpu-z and coretemp and aida64 all report the processor is at 44x100. turbo and speedstep disabled. I've messed around and put the the multiplier higher, but it always says 44x100, but I think it's working because if I put the multiplier to like 47 or 48, aida64 locks up pretty quick.

Is it just cpuz/coretemp reporting the multiplier incorrectly?
 
Yeah sounds like it. Someone with similar issue recently said they cleared it up by going into the BIOS and selecting load optimized defaults and reentering the overclock. Have you updated the bios?
