at gpu bottleneck 4k, the cpu becomes almost immeterial, and that is the op's question.

While this is generally true, it may not be true if the CPU is just barely keeping up at 60Hz.

What's important here is to be mindful of the longest frametimes; even if you're hitting your FPS targets, you may not be smooth.

It's been a night and day difference honestly. I was having the issue at 1440p fyi.

Even my current 6700k pulled this bs going from a 2700k. I had LOWER frames, etc. and all cores @ 100%. Humor me, turn off all your power saving features in the bios and run it again!
