Best website for reading some SC2 strategies and see replays?

AFAIK Team Liquid IS the SC2 community site. Be it official or not, that is where everyone is.

Also all the stuff from the other smaller SC2 community sites gets pulled to Teamliquid.com anyways so its best to just get everything there IMO.
 
you also got www.gamereplays.org, another community site that posts lots of good replays with ratings, reviews, comments and such. all the major rts game replays get posted there, so plenty to watch for any other ones you might play, like supcom, hon, dow, etc.
