So a client ran a bunch of Direct Burial/gel filled cable and want to know if there are special stripping tool and special solvent to get the gel off?

I agree, My boss told me to ask so I did. Im getting paid to sit on hardforum

I've used paper towels or rags cloths with a couple sprays of Simple Green. Seems to get everything and it dries off fairly quick if you don't go crazy with the spray.

I usually just use a paper towel. The guy that ran out fiber drops used alcohol wipes and then ran the strands through a small pile of baby powder to dry the rest.

We use Hydrasol made by Polywater to clean off the gel, and a klein cable knife for jacket removal. Just score and snap for the most part. Some cables require a bit more work.
