Best video card choice for a Dell GX280 under 60-70?

Hey all, I'm looking to get my brother a new computer system from this non-profit I work for, which is going to be 80 dollars.

It's a Dell Optiplex GX280 tower system, with :

Intel Pentium4 HT 3.0GHz
512MB of RAM (Going to drop 2GB of DDR2 into it off the bat)
Windows XP Pro
80GB SATA Hard Disk
250w PSU (Going to drop a 500w into it after a small cut into the casing.)

I'm on a very strict budget for this, and was wondering what would be the best card to drop into this machine. It has a PCI Express x16.

Whether it'd be a used 7900/X1900 or a new 8600/3600, I'd love to know what'd be the best price to performance.

He has a 19" CRT monitor at 1600x1200. I'd love to get him off of his P4 2.4 with 1GB of DDR and a Radeon 9600.
 
A 7900GS or a X1800XT would probably be optimal. Should find one for about $50 these days...
