I hope I am not breaking a rule by posting this here...

Does anyone have a recommendation on where to post jobs for programmers or where to look for programmers to build single components for websites?

I believe RentACoder.com is a major site for this sort of thing. Though I've never personally used them, they are often mentioned on various forums I read.
 
rentacoder.com is probably the most popular site out there for this kind of stuff

I am on guru.com.. like rentacoder... but not.

As an aside, depending on the work and what not I could offer my services.
 
Dont forget your local universities as well... These are great places to find young, budding programmers with incentive and drive. I am going through my MBA program right now and my school does not offer job placement assistance or company affiliations, probably my biggest gripe with them, damn University of Phoenix!!
