Best & Cheapest Video card for HTPC

What is the best AND cheapest card for an HTPC?

I just want to be able to stream sound and HDMI output to a tv. I'm assuming on of those newfangled ATI cards?
 
By cheapest what price range are you looking at?

Is this for a low profile HTPC Case or standard HTPC?

Do you prefer the card to have the HDMI port integrated or are you ok with a dongle?

Other than HiDef programming will you be using this card for gaming as well?

Answer these questions and I'll point you in the right direction.
 
Standard ATX case, the computer is for my folks who will use it as their daily.

I'm ok with the dongle and they'll only be using it mostly to stream hulu.com type sites.

I'd like something cheap and powerful enough to handle their needs. The cheaper the better... but if the low end won't do it, I wouldn't mind spending a few extra bucks. Obviously no gaming.

P.S.- I agree with a slightly beefier cpu and at least 2GB or RAM. But the only bad thing about your selection CrimandEvil is that card doesnt have an integrated HDMI port nor does it come with an HDMI dongle. :(
