If you want to overclock I'd go with the Chaintech VNF3-250 mobo, and the MSI K8T Neo-FSR if you are going to run at stock speeds. Pair either one of the above motherboards with an AMD Athlon 64 3000+ and you're good to go.
Aopen AK89 Max and a A64 3000. That should be damn close to your target price. If that comes up to high goto a 2800 cpu. For OC this board has a working AGP/FSB lock and has been reported in the 300+ FSB range!
