My friends laptop seems to only work when it is plugged in, and in power options the batter power says charging with 0%. I don't know much about notebooks because I don't use one, is this a problem that can be fixed through windows? Or does he need a new battery?

If the battery is more than a year old, yes it needs a new battery. Any rechargable will stop charging after a while. Depends on use and quality of the batt, but most laptop batts seem to go between 1-3 years (with regular normal use)

Sounds like the battery is smoked, I had the same thing happen.
