Bandwidth shuts down if more than one DL

Hey guys. I could use your help/advise.

I just upgraded to U-verse. I got the super duper for my area it's like 14megs down 1.5 up(don't laugh:p). Anyways, I believe I have found a lil problem. When downloading something like a game or mod, I get next to no bandwidth on anything else I want to stream or download simultaneously. It does not matter how much bandwidth the initial download is using.

Example: Download Xcom from steam @ 2.2 megs a second and I am unable to watch HD video on youtube simultaneously. It just buffers forever.

I should have more than enough bandwidth to do both.

Speed test shows up and down speeds/bandwidth are fine.

Could this be a router issue?

Unit conversion is your issue. Your ISP is reporting bits while your OS is reporting bytes. 1 megabyte = 8 megabits. 2.2mB/s == 17.6mb/s so the download is saturating the entire connection.
