you cant. sellers are flat out lieing and mislabeling their adverts. it should be labelled defective/ for parts. or at the VERY least used. wiping off thermal paste doesn't in any world mean refurbished. and neither does adding an aftermarket IHS to a busted chip.
Yup, listed as "seller refurbished" good luck with that. Doesn't matter how you describe it if its not listed as "defective/for parts only" seller will lose in the long run.

Its a full copper IHS. Not uncommon when delidding.It also looks like the seller was overclocking it or otherwise damaged the CPU because the IHS looks like it was sanded down to the bare copper.
