I know it's a fault in the monitor. I have tested it on both my Home PC and my Work PC. Home it was connected to a R9 290X via HDMI @ 1080p. Work connected to integrated graphics with VGA @ 1080P. It has flickered frequently over the last couple of years, even sent in for a Warranty Repair for this issue (they couldn't verify, no fix was attempted).
Finally it gave out and stays stuck on either a washed out picture or a multi-color distortion. Debating on whether or not to open it up and take a look at it but before I do, what could it be? I am not going to replace it since it is just an extra monitor, but all the replacements at work are 4:3 and a PITA to work on. If I can fix this one cheaply I would prefer it.
