Does this motherboard have the ability to set the PCIE slot to 3.0 instead of 4.0?
 
It is my understanding PCI-E 4.0 is backward compatible with 3.0. This includes such things as M.2 drive and GPUs. The best indication is there are no PCI-E 4.0 GPUs and 1000 and 2000 series Nvidia cards run just fine on X570 as do AMD cards and for that matter, Samsung M.2 drives work well on X570 and they have no Gen 4 drives yet, so I hope that answers your question.
