Asrock z68 extreme3 headache

So my friend bought one of these motherboards, and it wont boot. It keeps cycling power like there's a short, so I had him put on the stock HSF, and put the motherboard on an antistatic bag to rule this out, and it still wont boot.

error goes like this:
press power, fans spin up, error code 15, error code 19, fans spin down, fans spin back up, rinse and repeat


Anybody have any idea?
ASrock z68 extreme 3, intel 2500k, evga gtx 570 (still in box, not connected), 8gb mushkin silverline, corsair hx750
 
For future reference, put the mobo on a box, not the anti-static bag itself as static electricity can still travel outside of the bag.

it was on the box at first, had him move it to the bag, no change in behaviour. Ill ask him to move it back to the box when we resume testing.

Code 15 is "pre memory northbridge initialization started."
Code 19 is "pre memory southbridge initialization started."

If you can, try a different CPU, set of RAM and PSU. Also, reseat the heatsink to make just in case.
