I always thought the HD 7970 was, but according to AMD's info it's 2.1. WTF.
Why did I think that?

Maybe I'm just reading it wrong. This is from their site:

AMD Radeon™ HD 7970 AMD PCIe x16 Gen 2.1

From Newegg's site: PCI Express 3.0 x16

To answer your question it is 100% confirmed that they will be 3.0.
See the thread... Official R290X specs and look at 4th post down.

Yeah, I realize the R9's are, but AMD has conflicting info on their site about the 7970's. At this point I don't know why I even care.

Yes, they're going to be 3.0. Every 7000 series card (7730 and up) also uses 3.0. AMD's website is (surprisingly) not the best place to find info on AMD card specs - see this thread - they're filled to the brim with typos and weirdness. I've always liked Wikipedia's big "Comparison of Graphics Processors" list for AMD and Nvidia.

Also, 7970 @ PCIe x16 3.0 (not my screenshot, but you get the idea):

(might have to click the question mark and start the render test to get it to run at 3.0)
