Are some USB sticks just not bootable for some reason?

I have a patriot rage xt, 16GB drive that works flawlessly as an installer for Windows. Using the same tools and process for making the patriot bootable results no functionality for two Sony sticks that I have. I've done low level formats, used a Lexar tool for bit flipping (supposed to make the usb appear as a local drive), used the legit windows usb tool and rufus: all to no avail. Any ideas?

How about other pendrive? Did you try before?

In my experience, some models absolutely won't work as boot drives. Haven't done the research as to why. But these same drives seem to be rejected by the Windows 7 USB DVD Download Tool.
