Why doesn't Apple release actual numbers? What's with all the vague "0 to 1,000 accounts were disclosed" stuff?

In the latest report released by the Cupertino company, it revealed that in the period between January 1, 2013 and June 30, 2013, law enforcement agencies in the US have made 1,000 to 2,000 account requests that affect 2,000 to 3,000 specific accounts. Of that number, 0 to 1,000 accounts were disclosed, though Apple claims it objected to that same number of requests.

Because they are under the same restrictions as Google, and others, who also have only released vague "0 to 1,000" kind of answers.

I'd say it was closer to 1,000 though. Otherwise, it'd be 0 to 100 accounts. Messed up regardless, though. Should be 0 to 0.

They are only allowed to disclose the number in 1000 units, so the previous year it was 0-1000, and this time 1000-2000
