Can anyone open a Apple Developer Account if they are willing to pay for it ?

Do I have to post apps on the app store with it ?

For the most part yes. Though they do vet your information before you can upload to the walled garden.

Yes, you cannot upload to the app store without it.

You can create a free developer account, but you'll be limited to side-loading any app you develop. Gotta pay to be on the app store.

In theory you could side-load it on to any device you have physical access to.

If you do the paid account you can create a beta channel for you app. You can then whitelist whoever you want access to the beta.
