What exactly does this mean when it shows up in the apache access log? This is repeated several times over, i just shortened it so the post wouldn't be a ridiculous length.

I don't know for sure, but a lot of the bizarre stuff like that in logs comes from IIS hack attempts. IIS is very susceptible to malformatted requests. I used to find all kinds of crap like that in my logs. It was fun to try and figure out what they were trying to do for a while, but it got old pretty quickly.
