Anybody want to guess on this 1070?

Just bought a 1070 here to replace my 980. I am using an ancient 4K TV for a monitor but with the right resolution it was working fine. I put the 1070 in and get tears, slips, and some stuttering.
I already left the seller POSITIVE HEAT as there is no way I think this is his issue.
Running in an intel 4690 rig, no OC going on and I mainly play assassins creed games.
Why would the card react weirdly to my monitor, any guesses?
 
Assuming you've done a fresh driver reinstall and all that. If so, I would also test on a PC monitor and see if you're having the same issues.

What model TV? Also, have you tried enabling vsync from the nvidia control panel?
 
Is it set as your primary display?? (secondary displays sometimes have this issue)

Have you tried a different cable and/or input?

You could also try say, a displayport to hdmi adapter/cord *shrugs*

- Might want to look into a program called CRU (BUT, don't mess with it until you know what you're doing)
 
Turns out it took a thorough driver cleaning
Even had to remove Afterburner so two cycles of rip and reinstall.
