All other things in a build being equal, would 3600 CL18 or 3466 CL16 memory perform better?

I'm trying to nail down some specs on a build I'm putting together. I'm debating between 3600 CL18 memory and 3466 CL16. Can someone explain which would deliver superior performance, particularly for photo editing and video rendering? Is the 3600 going to automatically be faster?
 
I'm thinking for editing that the faster memory would outweigh any marginal latency issues.

I am guessing this is for something like 3900X if so I would lean toward 3600 but the difference is likely to be within margin of error and could come down to which kit the BIOS does a better job of auto configuring.
 
Between the two, I'd expect the 3466 CL16 to be faster in most cases.
 
The last comprehensive test I saw on this was a long time ago so I'm not sure it's still relevant at high ddr4 speeds, but the conclusion was that in most tests one step up in speed was roughly equivalent to one step down in latency.
