cool and quiet is enabled.disable it and you will see full speed.

You can also turn off Cool n Quiet by going to desktop properties -> screen saver -> power -> change the power scheme.

Your system is just managing it's resources. When it needs extra CPU power, CnQ will give it extra CPU power... Unless you're overclocking, I'd keep it on .

Run a CPU intensive program like Prime95 or something to see if it clocks back up to regular voltages/clockspeeds. If it doesn't, then you have to adjust clockspeed in your bios.
