What are we trying to stop here?

These problems begin with the parents (or lack thereof). Not guns, not video games. Kids that do this have no concept of consequence or even a hint of value for human life.

Yeah it's a little hard to ban stupid parents. But revoking legal access to guns from stupid parents, that's more within the realm of possibility.
