7970 stuck at 30hz

Anyone know how to force custom resolutions out of a 7970? My nvidia card it was easy to create them but after much searching and trying several utilities I am still stuck at 30hz. The seiki 4k TV I am using runs 1080p 60hz from my Xbox 360 just fine but when I set lower resolutions out of the amd card it just scales and the TV detects it still being at 3840x2160 30hz. The TV worked fine by default 1080p60 with my 5 year old nvidia card too. Anyone have any suggestions? Running Windows 8.1.
 
This is a TV limitation as your tv is limited to 4K at 30hz.
Nothing is wrong with your system
 
HDMI 1.4 is limited to 30Hz at 4K resolutions (2.0 supports 60Hz)... The TV will handle upto 120Hz at 1080p and lower... This info is from a combination of the Seiki website and HDMI specsheet...
NOTE: To get around this some 4K TV sets are using Dual HDMI / DVI connections for a dual monitor approach... While others are using a single Displayport connection in MST mode (Multi Stream Transport)...
Until these kinds of issues are resolved I'm sticking to 2560×1600 monitors...
 
As mentioned before the Xbox 360 works fine at 1080p60 and is detected by the TV at that rate fine. Same for my older slow nvidia card, so it is not a limitation of the TV. Many people actually run this TV with nvidia cards at 2560x1440 60hz or 1080p 120hz so why are ATI cards unable to do this too?
 
Might want to check the supported resolutions for your ATI GPU... For example I have an R9 280x it supports 4096 X 2160 with digital connections (HDMI / DVI-I or D) but only upto 2048 x 1536 with analog (DVI-A)... If using a DVI Connector this could be the issue...
To further help I'd need the model of the TV and GPU being used along with connection type...

Sapphire vaporx 7970ghz, works fine at 3840x2160 30hz but all lower resolutions are also locked at 30hz through this card and I know the TV does 1080p at 60 and 120hz through hdmi - SE50UY04. Connecting with an hdmi cable.

This is the officially supported resolutions for that TV as from the Manual... Any other resolution that you try to input would be scaled...
Component & HDMI Support: 480I, 576I, 480P, 576P, 720P, 1080I, 1080P, 4k2k 30Hz (only HDMI)
VGA: 640x480, 800x600, 1024x768, 1360x768, 1920x1080
Your GPU fully supports all of that...
So anything over 1080p by HDMI on this TV is going to be 30Hz (according to the manual)... I'm checking what owners are saying and doing, that was just a Spec check actual use could prove otherwise resolutions possible...
 
That cru app worked got it running at 1080p 120hz and 2560x1440 at 60hz. Much better for gaming since cod ghosts max supported resolution is 2560x1440 right now.
