Nothing more than a basic motherboard is required. The more features the better, but I wouldn't expect all of them to be used.
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
Yes. Windows 7 64-bit (or 32 I suppose, license works with either).
This computer is for my girlfriend's brother. They're now looking for something similar for their son, though I thought I'd post again in case the recommendations have changed. Thank you in advance; I don't follow hardware much any more, and I really appreciate the service you provide.
