60Hz IPS monitor -$300?

So ive been looking for a monitor for my future gaming build. For now ive decided on the ASUS VG248QE because it is under $300 and it has 144Hz refresh rate, super damn fast, also has only 1ms GTG response. I was hoping I could find an IPS monitor though, mostly because the better colors and viewing angles. With a GTX 970, I doubt I could regularly get like 140fps, though, so it seems like 144Hz would be wasted, while I could have an IPS monitor and a cool 60fps. What are some/a monitor(s) you recommend that are IPS, low response time, at least 60Hz, 1080p, 24" and under $300? Is this unrealistic? Would such a monitor cost way more than $300? If these requirements are not realistic, what monitor(s) come closest?
