4090 almost no performance loss at 75% power limit sweet spot

It's only April and It's 85 Fahrenheit here in California. Think of it this way, when It's already very hot (the air temperature) normally inside and outside your house with the PC being off, imagine how much hotter it gets when you have a 13900K & 4090 throwing out 600W of heat into your PC room? Now it's what 100 Fahrenheit? Trust me if you lived in a warmer state you would absolutely care about how much heat your PC throws out into your PC room. It's that big of a deal and matters that much. I try not to run the AC as much as possible because it means i need to close the windows and run the AC which makes additional noise pollution even if its a quiet AC it's just annoying. Running the AC is annoying, having a loud PC is annoying, having a fire breathing heat PC is annoying, living in hot as hell southern cali is annoying just trying to balance all the heat and noise is the key.
