Nvidia does some interesting stuff driver side to offset VRAM usage, including creating a buffer space in system RAM for storing compressed assets that it can pull up as needed via driver command, so you will see Nvidia systems using slightly more system RAM than their AMD counterparts, it's part of their Magnum IO tech
But Nvidia is also very fast on Garbage Collection and makes use of its work in texture compression to partially compress assets in VRAM instead of fully decompressing them if they are something that will be used consistently, such as the materials needed for the onscreen playable character and that's part of their optimization process for games, but the drivers also have some means of detecting them as well.
Interesting stuff.
8's still not enough though, and Nvidia pushing it as a means of pressuring developers into adopting some of their compression algorithms to "solve" the VRAM memory issues is BS.
