It's really simple; nowhere near where they promise 4:4:4 12b 4K60 does it mention HDMI at all. That's because they're talking about the capabilities of their media encoder, not of their video outputs. They are separate things.

Er, if you mean 'Can an Intel GPU convert an 8-bit 4:2:0 video source to 12-bit 4:4:4' - then sure. Any GPU that supports encoding at 12-bit 4:4:4 can do that. If your question is also implying that the resulting output will *look* any better, then no.
