3970X+Rampage IV Overclock Issues

Recently purchased a 3970X + Rampage IV Extreme combo and I've had the toughest time achieving any overclock across all cores when loaded 100%. No matter what speed I set it at after 5-10 seconds the multiplier will drop to default. This happens at default voltages and low CPU temps (low 60s) under 100% load (Prime95, Cinebench) . Its as if the overclock speeds never apply to all cores, just those that turbo. I also found it seems impossible to disable turbo and raise the multiplier to anything over default. I'm running the latest bios and have 0 stability issues at default settings. What is also very strange is at default im scoring lower than default 3930K in Cinebench R15.

Anyone experience similar?
