This is the only power supply I have as a spare at the moment and I'd like to throw it into a Phenom II 965 box with 2 x RX 570 (stock, non-modded, etc)

Hopping to pull around 44-48M Hash on this box for Ethereum mining.

Anyone else tried running such a low rated powersupply for RX 570s?

You can, but i would undervolt them. Run CPU at stock clocks or even undervolted.

I currently have the following running on an EVGA 850w....
2x 570
1x 580
1x 380
1x 470

I've literally been benching two RX 480's for a week with a new BIOS I made on a 340W PSU. Each card is drawing less than 100W at the moment and the little PSU is crapping itself but in the wind tunnel it's being kept so cool it hasn't failed.. yet- no voltage drop to speak of either. I'm just experimenting to see how hard I can push the Samsung RAM 24/7 (I think people underestimate this RAM) and I was far too lazy to unbox a 1000w PSU.

Undervolt away, 950mV seems to be more than stable on all my cards, I do run most at 925mV though and 1200Mhz Core

As many have said need to undervolt and control the power draw. I currently have 6x 1070s running off a 1050 watt power supply, it is doing 866 from the wall.
