12v rail reading 11.5v with tester. Problem?

Hey guys. Looked through the past posts and couldn't find a thread about this. I just picked up a used 600w silverstone PSU and tested it with a little handheld tester.

At first it was bouncing between 11.6 and 11.5 then after about thirty seconds settled on 11.5 with no changes. Will this be a problem when I stick it in my build?
 
That does look a little low, it's still in spec, but I'd be a little bit concerned. The minimum value is 11.4v. You might want to see if someone can help you double check with a bigger multimeter to make sure it's really 11.5. I'd probably avoid using a psu that is so close to the bottom range.
 
Test it with a multimeter. Those kinds of crappy testers are rarely accurate.
