Im running a CLC ( closed Loop Cooler) and would like a high speed blue led fan but id like it to be quiet and cheap if possible any sugg welcome tankies in advance :D

High speed and quiet don't go hand in hand... ever.

try the jetflo they are amazing.. the only fact I've changed all my case noctua NF-P12 and Radiator NF-F12s for jetflo speak alone.. great fans..

Dont get those fans they use in servers. Those have high RPM and the airflow is also very high. Look at the wattage rating, should be under 0.5A.. Above that you can hear it scream..Then again if you are using the motherboard connector, you can control fan speeds so always run it slow so its not so loud. If you are only using the 2 wire models, you have to make sure they run under 1200RPM,or better under 1000.. I saw they had the 140mm fan for less than the 120mm fan. If it can be made to fit thats better. Or even the 200mm one.

Baba: I never had an issue with Double-BB fans. The GT moves air is pretty quiet (@ least for me) I have used these Vantec Stealth fans for years & I love them! I noticed a sale on these Rosewill Hyperborea 120/140mm FDB fans months ago. These are rebranded Akasa Apache's. Bought 10-120mm 6-140mm They are excellent fans as well. Pricing right now for the Rosewill is pretty high & I would only purchase when on sale. Vantec always has a steady price.

how are the corsair 120mm fans in terms of performance and being silent?

So what's the best fan now for CLC radiators that can be mounted horizontally pushing air up out of the case? I am going to have to replace my cougar 120mm fans on my H100 as they are now starting to make a noise. From what I have read I understand that the way my radiator is mounted and how the fans are used are the worst way for fan longevity, but I really don't have a choice where to mount it and I don't believe in blowing the hot air into the case. So any suggestions are welcome. :)

I used the Aerocool Shark 120mm in my rads and works great, high airflow at low rpm, very very recomended.

IDK, I've had good luck with standard fdb fans. The S-flex and kama flow have worked well for me.
