Solution: Store the user data in Russia. Hire Edward Snowden to maintain the servers. :D

Moscow passed a law last year that demands internet services which store Russian citizens' personal data must do so using Russia-based servers from September 2015. Roskomnadzor has the authority to block and fine sites that do not comply.

That's pretty funny. The state wants to control and centralize the storage of data about its citizens - oh, the irony. Well, at least they are being up front about it, even if they are pretending it is for their own citizens' protection. Oh wait...

I'm not sure how Twitter would / will handle stuff like this, but if they have any balls, they can set precedent here and tell Mother Russia to fuck off. Yeah, lost revenue in the long run of course. But Twitter makes its $$$ off of the free world anyways. Let Pooty-Poot rent his Twitter from China.

Good afternoon comrade, we saw your tweet that you didn't really believe Our Glorious Leader scored those 8 goals in a real hockey game...
