not for $600 (includes price of memory+hard drive+windows). You can get better machines with everything included for less.

With this one you pay a lot for the size though. For media PC I think even the Celeron version should do which will put total cost at around $300 if you don't go for a huge SSD and settle for 8GB RAM. In case of tested NUC, 16GB RAM was a clear overkill, also going for another model that accepts 2.5 SATA drive will also enable you to get a cheaper SSD. I was just recently speccing one for my grandfather to save space and reduce cable mess (it's another $20 to a mini DP to something cable):
